    General Description


    At least 80% of time is spent developing or executing management policies and training operations in support of Mission Training Complex (MTC) directed task. Provides daily support and supervision of work assignments to 3 to 7 Area of specialization (AOS) Collective and AOS Gaming and Simulations Team Leaders and 20 to 40 mission command system (MCS) battle staff training integrators (BSTI). Prepares and submits yearly performance appraisals, salary reviews, and RAP recommendations for assigned team members. Responsible for initial AOS collective and AOS Gaming and Simulations BSTI training of personnel assigned BSTI duties for specific MCS.

    Communities of Interest (COI). Manages the Mission Command Training Center’s Level 2-3-4-5, collective Training Program. Responsible for all aspects of coordination, planning, scheduling, staffing, equipping, and delivery of collective MCS staff and unit level training for tenet military units or mobilizing units for deployment through that specific installation.


    Responsibilities include management of the MTC MCS Collective Training capability for providing guidance and direction in the design and development of computer based instructional approaches and objectives to meet requirements for the collective training of military staffs in the science of MCS employment. Manage the information systems reconfigurable tactical operations center (RTOC) configuration, design, development, analysis of MTC MCS systems as required to support battle command staff training activities.


    Principal Duties and Responsibilities


    Provides advanced analytical and technical support to MTC projects involving collective MCS training, Provides MTC training program operational documentation, MCS integration systems design or other efforts requiring military operations expertise. Researches, identifies, and makes recommendations about personnel and mission command systems resources required for task execution and completion. Gathers, processes, and analyzes operational systems and training program data. Assists with the testing and development of new MCS, Simulations, and virtual systems or updates to existing systems to meet customer needs. Identifies and recommends emergent relevant technologies that may result in improvements to current MTC systems integration processes. Writes and updates project documentation including system procedures, presentations, and training materials. Provides guidance and work leadership to less-experienced BSTIs. Maintains current knowledge of relevant technologies and subject areas.

    Supervises and directs BSTI Certification and Professional Development program; develops training methods and materials such as curriculum, lectures, and computer-based training aids based on consultation with clients and user specifications. Supports and evaluates in the preparation and delivery of collective MCS, gaming and simulations and simulations systems staff training.


    Hires AOS collective and gaming and simulations BSTI staff and ensures that all branch team leaders and BSTIs are certified and maintain breadth and depth in the skills required to analyze, configure, integrate and provide MCS operational employment.


    Directs and mentors branch team leaders in the development of concepts, processes, and documentation for use in MCS collective, simulations and gaming systems training in accordance with current army mission command training strategies. Provides support to collective training branch functions at spoke sites in the form of policy and procedural guidance or the deployment of mobile training teams.


    Approves design of voice and data system architectures for military staff collaboration and information sharing, based on user or system design specifications, using a variety of COTS systems and applications. For such systems, assist in and approves development of communications processes and procedures, system configurations documentation, analyzes the operational effectiveness of architectures supporting MCS integration requirements to establish best practices and solutions; creates, tests and/or modifies computer system functions or programs, including prototypes as required to achieve desired functionality and performance optimization.


    Designs battlefield functional area cells consisting of computer based MCS that employ operating systems such as MS Windows, Unix, and Redhat Linux. For such systems, documents system specific and task relevant operational parameters, tests vertical and horizontal information transfer, create and/or modify computer programs, scripts, and data products as required to interface with simulation and stimulation systems in order to mimic actual digital battle staff environment in support of staff training.


    Analyzes and evaluates MCS, gaming and simulations and virtual systems hardware and software functionality, performance, and interoperability to ensure accurate and timely, information exchange and output between battle command systems, simulation systems, and supporting systems including peripheral and telecommunications equipment.


    Develops RTOC architectures that are unique to unit training requirements, Supervises setup and configuration of systems, and testing, troubleshooting and modification of systems as needed to support exercises using distributed or stand-alone military simulations. Develops Tactics, Techniques and Procedures (TTPs) for all assigned MCS.



    Designs comprehensive initialization procedures for an integrated federation of computer simulation and battle command systems, configures battle command system interface nodes, documents end to end connectivity and tactical message flow, maintains the real time operational status of the simulation systems federation; tests hardware architecture and software within a tactical operations training facility for the conduct of MCS staff training employing multiple MCS and supporting peripheral systems..


    Consults with users to design, create, and configure systems to meet their training requirements for echelons ranging from battalion to echelons above corps. Initiates and maintains contacts with key officials and technical authorities of the customer or other organizations.


    1. Bachelors Degree in a related business or technical discipline, and the equivalent combination of education, technical training, or work/military experience.


    2. Project Management Professional certification (PMP) desirable.


    8-10 years of related experience, including supervisory experience.
