Job Description

General Dynamics IT is currently looking for an experienced Subject Matter Expert (SME) Program Manager (PM) to join our team to support the Medical Materiel Enterprise Standardization Offices in Fort Detrick, MD. 


You will have a key role utilizing your expert knowledge in delivering excellent Program Management support to our client.


Responsible for managing multiple tasks or a single large project and supervising up to 25 employees ' both exempt and non-exempt and may include one or more subordinate supervisors. Technical difficulty/complexity of assigned tasks/projects may also affect level selection. 

  • Serve as the liaison between various groups in support of the MMESO project.
  • Provides a managerial framework that will employ uniform and common business processes, procedures and the standardization of repetitive use documents in support of the MMESO effort to include report formats and submission.
  • Presents formal briefings related to the task as stated in the PWS to various individuals and offices
  • Prepares position papers on status of tasks or new actions that may impact the Teaming Arrangement’s performance in meeting MMESO objectives.
  • Provides program management, project control, and contract administration necessary to manage a high-visibility, multi-task effort involving professional, geographically dispersed vendor personnel
  • Ensures quality control supervision to assure accuracy and fidelity of all deliverables
  • Ensures dedicated resources are available to meet schedule and quality standards of each task/deliverable.
  • Prepares and updates, as required, a time-phased plan for Task Order(s) execution.
  • Participates in special projects as required.





  • Master's degree in Healthcare Administration, Nursing, Business Administration, Management or other related scientific or technical discipline is required.


  • 5+ years of experience in Program Management.
  • Demonstrated understanding of MHS Programs as it relates to Operational and Institutional medical materiel requirements.
  • Advanced understanding of medical materiel and equipment standardization and medical treatment environments.
  • Experience in progressive Healthcare Information Management Systems (with an emphasis in supply chain management) including experience with medical standardization and healthcare systems.
  • Experience supervising substantial MHS Programs that encompass data collection, analysis, network systems migration, integration, activation, and training in diverse operating environments with people of diverse job categories and job skills is highly desirable.
  • Excellent written and verbal communication skills.
