Job Description

Telecommunications VoIP Engineers enable the delivery of Information Technology services through the use of interdisciplinary approaches (e.g., Computer Science, Engineering, Logistics, and Physical Sciences). A VoIP Engineer is responsible for the end-to-end systems engineering and implementation activities by performing strategic systems migration planning; capturing and translating mission and customer functional, performance, and support capabilities into requirements; allocating requirements to systems architecture components; developing the requests for change; and testing, validating, and deploying systems. VoIP Engineers are responsible for ensuring the performance of configuration management activities; building and maintaining schedules; and the planning, research, development, and engineering of assigned projects/initiatives. VoIP Engineers explain team goals and objectives; solve work problems; communicate assignments, milestones, and deadlines to the team; and apply the systems engineering processes that support process improvement. They evaluate technology options and utilization opportunities. The VoIP Engineer is responsible to provide technical guidance for data networks, on-site Quality Assurance representatives, and the implementing contractor to ensure compliance with contract technical specifications and requirements, implementation schedule and best telecommunication industry practices. The daily work functions are identified as:

  • Coordinate and perform periodic Quality Assurance inspections both at the beginning and end of the VoIP and Data installation to ensure the implementation is compliant with the Engineering Design Plan and contracted system.
  • Coordinate, recommend, and implement changes in engineering or implementation to the installed systems to support the on-site Quality Assurance (QA) Representative, QA theater lead, or Project Team Leader (PTL).
  • Perform and verify System Acceptance Tests with the contractor to verify the VoIP or data network is operational and was installed to the contracted standards.
  • Inspect and maintain a list of discrepancies and re-inspect the implementation as required to ensure that all implementation discrepancies are resolved.
  • Assist in ensuring the migration of data network users to the new system is successful.
  • Resolve and implement any systems/user unique software that requires special IP addressing schemes or network requirements to function. Review contract documentation and technical content of the Military Data Infrastructure Network to understand system and contract requirements.
  • Develop or review contractor provided Systems Acceptance Test (SAT) plans, IP address schemes, network configuration, equipment burn- in and testing, the data user migration and cut-over plans of data network devices (switches, routers, and servers.
  • Provide detailed written reports on the SAT and inspections which outline status, work completed, work projected, issues or concerns. Coordinate VoIP implementation issues with the QA theater lead, external military organizations, the PTL and the contractor.
  • Make technical decisions pertaining to day-to-day Quality Assurance and data implementation issues, such as what is considered to be an acceptable IP addressing scheme, system grounding, cut-over plan, Systems Acceptance Test criteria, UPS, equipment rack configuration, cable routing, etc.
  • Decide when a technical decision has a cost, schedule, or requirement impact and should be staffed with the PTL and QA lead.
  • Solve implementation problems of either a technical nature or coordination nature, such as staffing of contract modifications, road closures, cut-over issues or other implementation problems.
  • Perform risk assessments/analysis of operations affecting personnel safety.

Candidates must be trained in VoIP implementations, be able to read, understand, and modify engineering drawings, able to make sound technical decisions, be knowledge of data network standards (Occupational Safety and Health Agency (OSHA), National Institute of Standards and Technology (NIST) , Building Industry Consulting Service International (BICSI), National Electric Code (NEC) , etc.), and be knowledgeable in VoIP designs and construction safety and quality measures.


The position is based in Germany with the potential for 1-2 weeks of TDY to the UK, Belgium, Italy, and Spain as defined during task execution.




Candidate must have one of the following:

1.)  Bachelor’s Degree plus 3 years of recent specialized Information Technology (IT) experience OR

2.)  Associate’s Degree plus 7 years of recent specialized IT experience OR

3.) A major certification plus 7 years of recent specialized IT experience OR

4.) 11 years of recent specialized IT experience.



10-15 years of related systems engineering experience.
