    General Dynamics Information Technology is seeking a Principal Analyst, Functional to support assigned programs.

     

    Overall Assignment Description and Duties:

    NCW’s Analytic Production and Design Center (ATC) requires dedicated contractor support with experience and skills in key knowledge areas to effectively support ATC’s mission. FTE will serve as a publications officer and apply expertise to NCW products and materials.

     

    Duties include:

    General duties required to support the ATC include, but are not limited to:

    • Support ATC’s mission to produce world-class geospatial content that empowers decision makers by making sense of the world as it exists today and anticipating the events that will shape the world of tomorrow.
    • Work on multiple projects with simultaneous deadlines under fast-paced conditions; must be available to perform duties in a multiple-shift, crisis support (on-call) environment, as necessary.
    • Work with NCW/ATC in a production support branch assisting in the production and dissemination of finished intelligence products.
    • Verify classifications provided by analysts or direct them to classification management teams.
    • Coordinate and disseminate finished intelligence products as required.
    • Provide quality control in accordance with NGA policy and standards for intelligence products.
    • Attend regularly scheduled production support meetings and stay current with ongoing production support initiatives.
    • Demonstrate customer service excellence by clearly and concisely communicating work status, methods, instructions, problems, requirements, options, and concerns with team members, managers, and customers within NCW and the Intelligence Community.
    • Participate in meetings with customers, team members, contractors, and others to exchange information, make decisions, and/or provide updates.
    • Support the office and other branches in accomplishing the agency's overall mission, including expediting crisis (on-call) work, special assignments, and ad hoc tasking on variously scheduled arrangements.
    • Identify inconsistencies in products between overall classification, portion marks, and dissemination level, ensure declassification data is correct, consult with author and/or the Sourcing & Security Policy Team to verify and fix.
    • Identify inconsistencies between cited sources and in-text attributions in products.
    • Consult with author to verify and fix accuracy of references.
    • Work with the Sourcing & Security Policy Team to obtain updated sourcing and classification information, and disseminate that information to the ATC workforce.

     Responsibilities may include the following:

     

    1. Analyzes user needs to determine functional requirements for a wide variety of projects.

     

    2. Performs technical assessments aimed at improving client systems.

     

    3. Performs functional allocations to identify tasks and their inter-relationships.

     

    4. Researches, identifies, and recommends resources required for task execution and completion.

     

    5. Performs functional modeling based on requirements analysis.

     

    6. Develops new systems or updates existing systems to meet client needs.

     

    7. Serves as technical advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further investigation.

     

    8. Generates recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel.

     

    9. Consults with clients to determine optimum design for assigned projects.

     

    10. Identifies emerging relevant technologies that may result in improvements to current processes and systems.

     

    11. Writes and updates project documentation including system procedures, presentations, and training materials.

     

    12. Conducts functional testing of various systems.

     

    13. Provides guidance and work leadership to less-experienced analysts, and may have supervisory responsibilities.

     

    14. May serve as technical team or task lead.

     

    15. Maintains current knowledge of relevant technologies and subject areas.

     

    16. Participates in special projects as required.

     

    Education

    Bachelor's Degree in a related discipline, or the equivalent combination of education, professional training, or work experience.

    Qualifications

    Required:

    8-10 years of related experience.

    • Experience with sourcing intelligence reports and classification markings
    • Possess professional-level facility on PC platforms with electronic publishing applications—Microsoft Office Suite, Adobe InDesign, and Adobe Acrobat.
    • Working knowledge of Worldwide Web and multimedia technologies.
    • Experience in problem identification and analysis.
    • Ability to manage time and efforts, including the ability to prioritize work and handle multiple, simultaneous due dates
    • Ability to work work independently and as part of a team.
    • Ability to research and gather information
    • Experience in developing working relationships and networking
    • Demonstrated understanding of SharePoint and Sharepoint tools for information management

    Desired:

    • Experience in problem identification and analysis.
    • Possess critical thinking and problem solving skills.
    • Familiarity with the U.S. Intelligence Community
    • Superior customer service skills
    • Detailed oriented
    • Experience working sourcing and classification issues for the Intelligence Community or Military
